Civilization Jihad and the 1991 Explanatory Memorandum (Yes it is real)
In 1991, the Muslim Brotherhood in North America issued An Explanatory Memorandum on the General Strategic Goal for the Group in North America (5/22/1991).”
One of the more amazing lines from the memorandum was the following:
The process of settlement is a "Civilization-Jihadist Process" with all the word means. The Ikhwan must understand that their work in America is a kind of grand Jihad in eliminating and destroying the Western civilization from within and "sabotaging" its miserable house by their hands and the hands of the believers so that it is eliminated and God's religion is made victorious over all other religions.
The document was presented by Mohamed Akram (A.K.A. Mohammad Akram Al-Adlouni) who is now the Secretary General of al-Quds International located in Lebanon. The chairman of the board of trustees of al-Quds is identified as Qatar based Youssef Qaradawi. According to Akram, it was the result of five years of policy review work which was proceeded by some 20 years of organizational activity which included two five year plans. It was finally approved by their Shura Council in 1991.

QUOTE: Some claim this document was the Egyptian-based Muslim Brotherhood's plan in America, but experts such as George Washington University's dean of the School of Public Affairs, Michael E. Brown, say "(n)obody has ever produced any evidence that the document was more than something produced by the daydream of one enthusiast." END QUIOTE
It is clear from the paragraphs above the quote that the author of the report was not “one enthusiast.” Rather, it represents the collective effort of multiple individuals over a 20 year period which was then approved by a senior governing body. Additionally, the views expressed within it are broadly consistent with those expressed by the founder Hassan al-Banna, the 1981 Project and the current postings on the website of the Young Muslims in Canada among many others.
The author/presenter of the document was listed as Mhoamed Akram, who has since gone on to be promoted by the Muslim Brotherhood and now occupies a prestigious position in the organization working directly for its top intellectual and inspirational leader: Youssef Qaradawi. The government of Qatar is currently in the process of identifying senior Muslim Brotherhood leaders in Qatar and kicking them out of the country. Qaradawi is one of those being kicked out.
